This bill mandates that the Secretaries of the military departments must continue to provide tuition assistance programs for members of the Armed Forces throughout the remainder of fiscal year 2013, using funds as specified. Specifically, the amount spent on these programs by each military department secretary must be at least the amount appropriated or made available for tuition assistance in the Consolidated and Further Continuing Appropriations Act, 2013, minus a reduction that cannot exceed a certain percentage of the cuts required for that military branch's Operation and Maintenance account due to the budget sequester, which is a process of automatic spending cuts mandated by the Balanced Budget and Emergency Deficit Control Act of 1985.
