This bill establishes new procedures for public agencies when contracting for school safety projects, which are defined as any construction, reconstruction, installation, demolition, maintenance, or repair related to school safety. For projects costing between $10,000 and $25,000, public agencies must use sound business practices and keep records of who they contracted with. Projects between $25,000 and $100,000 require public notification and written responses from qualified contractors, with the contract awarded to the lowest responsible bidder. For projects over $100,000, contracts must be awarded through competitive bids that are publicly opened and read, following existing procedures for public contracts. The bill also amends existing law to exclude school security projects or mechanisms from certain general building contract provisions. This act is set to expire on May 1, 2015.
