This bill amends Chapter 90 of the General Laws to allow the Registrar of Motor Vehicles to issue temporary registration plates, also known as temporary license plates, for purchasers of motor vehicles. Specifically, it authorizes the Registrar to design, issue, and regulate these plates. For general purchasers of motor vehicles, these temporary plates will be valid for up to 20 days while permanent registration plates are processed, provided proof of insurance (a certificate as defined in section 34A) is in effect. A new provision allows for temporary plates to be issued to purchasers of motor vehicles at auctions, which will be valid for 7 days and can be reactivated and transferred to other vehicles purchased by the same individual at auction, with no limit on reactivation. However, these auction-specific temporary plates cannot be transferred to another person or entity. The Registrar is also empowered to create and enforce regulations for the administration of these temporary plate provisions.
