This bill makes several changes to Florida's Medicaid program, including repealing provisions related to the Community Hospital Education Act, modifying the definition and timeframe for designating rural hospitals, and establishing a new methodology for calculating hospital inpatient and outpatient reimbursement rates. It removes the requirement for the state to develop a plan to convert Medicaid inpatient hospital rates to a diagnosis-related groups (DRG) system, which is a method of classifying hospital cases for payment. The bill also sets specific dates for local governmental entities to submit agreements for intergovernmental transfers, which are funds local governments can provide to help fund Medicaid services, and for the Agency for Health Care Administration (AHCA) to correct errors in rate calculations. It continues Medicaid disproportionate share program distributions, which provide additional payments to hospitals serving a high number of low-income patients, for certain nonstate government-owned or operated hospitals and establishes a Statewide Medicaid Graduate Medical Education program to support physician training. Finally, it revises the criteria for disproportionate share program distributions for specialty hospitals that treat tuberculosis patients.
