This bill revises how recurring core services funding is allocated to community-based care lead agencies, which are organizations responsible for overseeing child welfare services in specific regions. Starting with the 2013-2014 state fiscal year, 90% of this funding will be determined by the agency's previous year's core services funds, while the remaining 10% will be allocated using an "equity allocation model," a system designed to ensure fair distribution. Additionally, any new core services funds, unless otherwise specified in the state's budget, will be distributed based on this equity allocation model, prioritizing agencies whose current funding is proportionally lower than what the equity model suggests.
