This bill establishes a special commission of seven members, appointed by the governor, to investigate and study how to restructure chapter 40B of the General Laws, which governs affordable housing development, to better suit the specific needs of individual communities in the Commonwealth. The commission will include representatives from various perspectives, such as municipal officials from both suburban and urban areas, a non-profit housing organization, the real estate development community, a consultant experienced with the impacts of 40B developments, and a representative from a citizens' group formed to oppose a 40B project, with one additional member chosen by the governor. Their work will involve reviewing existing laws, regulations, and how they are applied, with the goal of creating a comprehensive plan for reforming chapter 40B. The commission is required to report its findings and legislative recommendations to the General Court by the last Wednesday of December 2008.
