This bill amends Chapter 140 of the General Laws to require licensed pawnbrokers and second-hand dealers to photograph and catalog items deposited in pawn that have a market value exceeding a certain threshold, including a brief description and any identifying characteristics. The Attorney General's office will then collect and maintain this information in an electronic database, accessible to law enforcement agencies to aid in the identification and recovery of stolen property, and the Attorney General's office will establish the necessary rules and regulations to put this into effect.
