This bill establishes a special commission of seven members, appointed by the governor, to investigate and study how to restructure chapter 40B of the General Laws, which governs affordable housing development, to better address the specific needs of individual communities in the Commonwealth. The commission will include representatives from various groups, such as municipal officials from both suburban and urban areas, a non-profit housing organization, the real estate development sector, a consultant experienced with the negative impacts of 40B developments, and a representative from a citizen group formed to oppose a 40B project, with the seventh member chosen at the governor's discretion. Their task is to review existing laws and regulations related to chapter 40B and propose a comprehensive plan for its restructuring, including any necessary legislative drafts, by reporting their findings and recommendations to the clerk of the house of representatives by the last Wednesday in December 2012.
