This bill modifies how counties contribute to the state's Medicaid program, which provides health coverage to low-income individuals. For the 2013-2014 through 2019-2020 fiscal years, counties will collectively contribute a fixed amount of $269.6 million annually, with this amount adjusted in subsequent years based on changes in state Medicaid expenditures, as determined by the Social Services Estimating Conference. The bill also revises the method for calculating each county's individual contribution, which will now be based on a combination of their proportion of Medicaid enrollees and their share of Medicaid payments, using specific weights. Importantly, the bill introduces a new method for determining county contributions starting in the fiscal year following a certification of final county billings from April 2012 to March 2013, aiming to base future contributions on actual paid amounts. The Department of Revenue is authorized to withhold county distributions if they fail to remit their Medicaid contributions on time, and the Agency for Health Care Administration is required to report annually to the Legislature on the status of county billings.
