This bill establishes a special commission to investigate and study the long-term management and maintenance of Moon Island and to determine and publicize projected future development and use of Long Island, both of which are harbor islands. The commission will be comprised of members from the Senate and House of Representatives, designees from the mayors of Boston and Quincy, a representative from the National Park Service, the Secretary of the Executive Office of Environmental Affairs or their designee, an individual representing conservation and environmental interests, and the executive director of the Squantum Neighborhood Association or their designee. Within 180 days of the bill's passage, the commission must report its findings on preserving Moon Island and a non-binding master plan for Long Island's future use and development to the House and Senate, along with recommendations for environmental oversight and preservation, and any necessary draft legislation, by December 1, 2013.
