This bill, titled the Enhancing Employment and Training Through Education Act of 2013, proposes to amend the Food and Nutrition Act of 2008 to establish pilot projects aimed at reducing dependency on public assistance and increasing work effort among participants in the Supplemental Nutrition Assistance Program (SNAP), which provides food assistance to low-income individuals and families. An independent evaluation will measure the impact of these projects on participants' ability to find and keep jobs, increase their income, and reduce their reliance on public benefits, with a report to Congress due by September 30, 2017, detailing the results, costs, and recommendations for broader implementation. A total of $10 million per fiscal year for fiscal years 2014, 2015, and 2016 is allocated for these pilot projects, with funds available until expended, and these funds are to supplement, not replace, existing non-federal funding for employment and training activities.
