This bill, titled the National Desert Storm and Desert Shield War Memorial Act, authorizes the National Desert Storm Memorial Association, a non-profit organization, to establish a memorial in the District of Columbia to honor members of the Armed Forces who served during Operation Desert Storm or Operation Desert Shield. The establishment of this memorial must comply with the Commemorative Works Act, which sets standards for such projects. Crucially, the bill explicitly prohibits the use of any federal funds for the creation of this memorial, making the Association solely responsible for accepting donations and covering all expenses.
