This bill, titled the "Commission on Effective Regulation and Assessment Systems for Public Schools Act," proposes to establish a new commission to examine and make recommendations regarding the regulations and assessment systems in public schools across federal, state, and local levels. The commission, to be established within 30 days of the bill's enactment, will be composed of various stakeholders including governors, state legislators, school officials, superintendents, principals, teachers, and assessment experts, with the Secretary of Education responsible for appointing its members. Its primary purpose is to analyze existing regulatory requirements, identify areas of over-regulation, and assess the quality and purpose of current testing and assessment systems, with the ultimate goal of improving student achievement, teacher performance, and fostering innovation. The commission will have the power to hold hearings, gather information from federal agencies, and will be required to submit regular reports, including an annual public report, to the Secretary and relevant congressional committees, with its Chairperson also providing annual testimony. Members will serve without additional compensation, but will be reimbursed for travel expenses, and federal employees can be detailed to assist the commission.
