This bill, known as the Small Business Credit Availability Act, aims to boost economic growth and job creation in rural America by improving access to credit for small businesses. Its primary provision amends the Commodity Exchange Act to exclude certain financial entities from its definition, specifically small banks, savings associations, farm credit system institutions, non-profit cooperatives controlled by electric cooperatives, and credit unions, provided their total uncollateralized and potential uncollateralized exposure related to swaps (financial derivative contracts) does not exceed $1 billion.
