This bill, known as the Basel III Commonsense Approach for Small Entities Act or Basel III CASE Act, requires federal banking agencies, including the Board of Governors of the Federal Reserve System, the Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency, to conduct an empirical study before finalizing any rules related to the International Basel III agreement on general risk-based capital requirements. This study must quantitatively analyze the rule's impact on U.S. financial institutions, particularly community, mid-size, and regional banks, and assess its long-term effects, including any changes to the current risk weight framework. Financial institutions can voluntarily provide information for the study but cannot be forced to do so. The results of the study will be made public for a minimum of three months to allow for public comment, and the agencies will review these comments before issuing any new rules, which will also be subject to an additional public comment period.
