This Resolution sets forth the rules for considering two important bills in the House of Representatives. First, it allows for the consideration of H.R. 1960, a bill to authorize funding for the Department of Defense for fiscal year 2014, including military activities, construction, and personnel levels, with a limited debate time and waiving all objections to its consideration. Second, it permits the consideration of H.R. 1256, a bill that directs the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to jointly create rules for how certain provisions of the Dodd-Frank Wall Street Reform and Consumer Protection Act, which deals with financial regulations, apply to swaps transactions that cross international borders. For H.R. 1256, the resolution also waives objections to its consideration, deems committee-recommended amendments as adopted, and allows for a limited debate period and one motion to recommit before final passage. Finally, it authorizes the chair of the Committee on Agriculture to file a supplemental report for a different bill, H.R. 1947.
