This bill, the Oregon Caves Revitalization Act of 2013, redesignates the Oregon Caves National Monument as the Oregon Caves National Monument and Preserve, adding approximately 4,070 acres of surrounding land to enhance protection and recreation opportunities. It directs the Secretary of Agriculture to transfer these lands to the Secretary of the Interior, adjusting the boundary of the Rogue River-Siskiyou National Forest accordingly. The bill also establishes a program for the voluntary donation of grazing leases or permits for the Big Grayback and Billy Mountain grazing allotments, which would then be terminated to permanently end grazing on those specific lands. Furthermore, it amends the Wild and Scenic Rivers Act to designate the subterranean segment of Cave Creek known as the River Styx as a component of the national wild and scenic rivers system and designates several other segments of Cave Creek and its tributaries within the Monument and Preserve for study for potential inclusion in this system. The Secretary of the Interior will administer the new Preserve, generally allowing hunting, fishing, and trapping in accordance with federal and state laws, with provisions for administrative exceptions for public safety or management reasons.
