AI Summary

This bill, known as the IMAGE Act of 2013, directs the Director of the Office of Management and Budget (OMB) to work with federal departments and agencies to identify and eliminate, combine, or simplify government programs and agencies that have overlapping or duplicated missions, as identified in specific reports from the Government Accountability Office (GAO) in 2011, 2012, and 2013. The Director must also report to Congress any legislative changes needed for further consolidation and calculate the total cost savings from these actions, with those savings then being rescinded (taken back) from the affected departments and agencies. The Director is required to report to the House and Senate Appropriations Committees on which accounts were reduced and by how much, and any department or agency that fails to meet these requirements by September 30, 2013, will face a penalty of having 1 percent of its fiscal year 2013 funds rescinded.
