This bill, titled the "Review EPAs Language on Agriculture and Thoroughly Engage with the Farm Act of 2013" or "RELATE with the Farm Act of 2013," establishes a process for reviewing proposed rules from the Environmental Protection Agency (EPA) that could significantly impact agricultural businesses. The Secretary of Agriculture will review various EPA publications, including regulatory agendas, to identify potential impacts on agricultural entities, which are broadly defined as any business involved in farming, ranching, aquaculture, and related industries. If a significant impact is foreseen, the Secretary will gather information from the EPA, use the Department of Agriculture's Chief Economist to assess economic impacts, consult with representatives of affected agricultural entities, and convene a review panel. This panel, composed of Department of Agriculture officials and potentially EPA or Office of Management and Budget (OMB) representatives, will analyze the proposed rule and provide recommendations. The Secretary will then submit formal comments to the EPA Administrator, including a report on agricultural concerns, panel findings, and recommendations, which will be published in the Federal Register and made publicly available. The Secretary also has the discretion to waive this review process if deemed appropriate.
