This bill, titled the Preserve our National Security Act, aims to ensure that essential personnel continue to be paid during a government shutdown by making continuing appropriations for fiscal year 2014. Specifically, it would provide necessary funds for the pay and allowances of members of the Armed Forces, including reservists, as well as civilian employees of agencies involved in the National Intelligence Program (which refers to classified intelligence activities of the U.S. government), the Department of Homeland Security (DHS), and the Department of Veterans Affairs. This funding is intended to support national security interests, including military and intelligence services, and the securing and staffing of borders and ports of entry, and would also cover contractors for these departments. The appropriations and authority granted by this Act would remain in effect until a regular or continuing appropriation is enacted, or until January 1, 2015, whichever comes first.
