Bill Summary

Pay our Guardsmen and Civilian Defense Personnel Act - Amends the Pay Our Military Act (P.L. 113-39) to make FY2014 continuing appropriations for any period during which interim or full-year appropriations for FY2014 are not in effect to provide for pay and allowances to: (1) members of the Armed Forces, including reserve components, who perform inactive-duty training (under such Act only members performing active service) during such period; and (2) all civilian personnel of DOD (and the Department of Homeland Security [DHS] in the case of the Coast Guard), including all military technicians (dual status).

AI Summary

This bill, titled the "Pay our Guardsmen and Civilian Defense Personnel Act," amends the existing "Pay Our Military Act" to ensure that in fiscal year 2014, if full-year or interim funding is not in place, military personnel and civilian defense workers will continue to be paid. Specifically, it expands the coverage of the original act to include members of the Armed Forces, including reserve components, who are performing inactive-duty training, which are drills or training exercises typically done on weekends or evenings, in addition to those on active service. It also extends this guarantee of pay to all civilian personnel within the Department of Defense (DOD), and for the Coast Guard, within the Department of Homeland Security (DHS), explicitly including "military technicians (dual status)," who are service members with civilian jobs.
