This bill establishes a new specialty license plate in Florida called the "Sun, Sea, and Smiles" plate, which will have a $25 annual use fee. Initially, all fees collected from the sale of these plates will be used to cover the costs of developing and issuing them. Once those startup costs are met, the annual use fees will be distributed to several charitable organizations: five percent to the Florida Caribbean Charitable Foundation, Inc. for marketing the plate; thirty percent to the same foundation for college scholarships, health and wellness programs for Floridians of Caribbean descent, and promoting Caribbean culture; twenty percent to The American Friends of Jamaica, Inc. for social and community development grants for Florida residents; ten percent to Haitian Neighborhood Center Sant La, Inc. for social and community development; ten percent to Fanm Ayisyen Nan Miyami, Inc. for social and community development; twenty percent to Greater Caribbean American Cultural Coalition Inc. for promoting Caribbean culture; and five percent to Little Haiti Optimist Foundation, Inc. for promoting Caribbean culture and youth development. A portion of the funds distributed to these organizations can be used for administrative and marketing expenses, with specific limits outlined for each. The bill also specifies the design of the plate, requiring "Florida" at the top and "Sun-Sea-Smiles" at the bottom.
