This bill, the Intelligence Authorization Act for Fiscal Year 2014, authorizes appropriations for the fiscal year 2014 for intelligence and intelligence-related activities of the U.S. government, including funding for the Office of the Director of National Intelligence, the Central Intelligence Agency (CIA), the Department of Defense, and other agencies involved in intelligence work, as well as for the Intelligence Community Management Account and the Central Intelligence Agency Retirement and Disability System. It also includes provisions for continuous evaluation and sharing of derogatory information regarding personnel with access to classified information, establishes requirements for intelligence community contractors to develop and operate security plans, modifies certain reporting requirements, clarifies exemptions from the Freedom of Information Act for individuals who submit complaints to the Inspector General of the Intelligence Community, mandates plans to respond to unauthorized public disclosures of covert actions, allows for the use of National Intelligence Program funds for official representation items for the Coast Guard Attache Program, requires a declassification review of items collected during the mission that killed Osama bin Laden, mandates a report on electronic waste disposal practices within the intelligence community, and directs the development of a plan to promote cybersecurity and computer literacy among students. Additionally, the bill makes technical amendments to various existing laws, including the Central Intelligence Agency Act of 1949 and the National Security Act of 1947.
