This bill amends Florida law to create a new category of individuals who are exempt from paying out-of-state tuition at state universities and Florida College System institutions, which are public higher education institutions. Specifically, starting with the 2014 summer term, any person who is not a nonimmigrant alien (a foreign national temporarily in the U.S. for a specific purpose, as defined by federal law) and who has attended a Florida high school for at least three years, graduated from a Florida high school or obtained a GED, and is enrolled or will enroll in a Florida postsecondary institution will be considered a Florida resident for tuition purposes. Furthermore, if such an individual lacks lawful immigration status, they must file an affidavit stating they have applied or will apply to legalize their immigration status. This change aims to provide tuition relief to a broader group of students who have demonstrated a connection to Florida through their high school education.
