This bill requires the Comptroller General of the United States, a non-partisan government official who oversees federal spending, to produce a report for Congress detailing how mental and physical trauma, including conditions like Post Traumatic Stress Disorder (PTSD), Traumatic Brain Injury (TBI), and other combat-related neurological issues, affects the discharge of members of the Armed Forces for misconduct. The report will examine the military's current processes for considering these traumas when a service member is facing discharge for misconduct, assess the training provided to military personnel on recognizing symptoms of these traumas, and investigate how many service members treated for such traumas are still discharged for misconduct. Furthermore, the report will identify how many of these individuals are then ineligible for benefits from the Department of Veterans Affairs (VA) due to their discharge status and evaluate whether service members who opt for a discharge for misconduct instead of a court-martial are adequately informed about the potential loss of VA benefits before making that decision.
