This bill establishes a POW-MIA Chair of Honor Memorial within the Capitol Complex, which will be funded by the Florida chapters of Rolling Thunder, Inc., a veterans' organization, without using state money, and its design and placement will be coordinated by the Department of Management Services (DMS), a state agency responsible for managing state property, in consultation with various historical and veterans' groups. Furthermore, the bill prohibits the construction of any new monuments on the Capitol Complex unless specifically authorized by law and approved by the DMS, which will consider recommendations from the Florida Historical Commission, an advisory body to the state's historical preservation division, and designates a specific memorial garden area for authorized monuments.
