This bill requires the State Treasurer, in collaboration with the Chief Technology Officer (the individual overseeing the Office of Information Technology), to create and maintain a single, searchable website by July 1, 2012, that will display information about state expenditures, including purchases, contracts, agreements, grants, awards, and loans paid for with state funds by any state agency. This website, which will be accessible from the main state website and free to the public, must organize information chronologically by fiscal year, by expenditure type, and by the state agency involved, and will allow for public feedback. While the data can be updated, it cannot be removed, and any information deemed private or confidential by law will not be displayed. For fiscal years beginning on or after July 1, 2012, the State Treasurer must publish specific details for each contract or grant, such as the recipient's name and address, principal officers, a description of goods or services, cost, dates, and the funding source, with provisions for developing necessary regulations to implement these requirements.
