This bill aims to ensure that a child's religious upbringing is not altered due to being placed in foster care or adoption, unless specifically requested by the child's birth parent or legal guardian. It amends existing laws to require that when a child is placed in a foster home, group home, institution, or adoptive home, agencies and courts should, to the maximum extent practicable, place the child with individuals or in facilities of the same religious faith as the child. If a placement is made in a home of a different faith, a statement detailing the reasons for this decision must be prepared and made available for inspection. Furthermore, in such cases, provisions must be made for the child to continue practicing their own faith, including attending services and receiving religious instruction, unless the birth parent or legal guardian explicitly waives this right in writing. Agencies are also required to have policies in place regarding religious observance, instruction, and training for children in their care.
