This bill appropriates $100,000 from Alabama's State General Fund to the Scottsboro Boys Museum and Cultural Center for the fiscal year ending September 30, 2015, with these funds to be managed according to the Budget Management Act and specific sections of the Code of Alabama, 1975, which govern state budgeting and financial procedures. Before any of these funds can be released, the museum must submit an operations plan for the 2014-2015 fiscal year and an audited financial statement for the 2012-2013 fiscal year to the Director of Finance, who will then release the funds. Furthermore, the museum is required to provide quarterly reports detailing actual expenditures and accomplishments for the 2014-2015 fiscal year, along with an end-of-year performance report that outlines work completed, services provided, associated costs, and measures of program effectiveness, similar to requirements for state agencies. The Director of Finance will then share all these reports with the Joint Fiscal Committee. This act is set to become effective on October 21, 2014.
