This bill amends Michigan's insurance laws to prohibit health insurance policies offered through the state's health insurance exchange, established under the federal Patient Protection and Affordable Care Act (ACA), from covering elective abortions unless a separate optional rider is purchased for an additional premium. An elective abortion is defined as intentionally ending a pregnancy for reasons other than to increase the chance of a live birth, preserve the life or health of a live-born child, or remove a dead fetus, and it specifically excludes contraception and abortions necessary to save the mother's life. The bill also clarifies that employers can purchase such a rider if they pay the full premium and notify employees that coverage for minors or dependents can be used without employee consent, but it does not require insurers or employers to offer this optional coverage, nor does it apply to benefits under Title XIX of the Social Security Act (Medicaid) or create a right to abortion.
