This Resolution affirms the policy of the United States to complete the accelerated transition of its combat, military, and security operations to the Government of Afghanistan, with the aim of redeploying U.S. Armed Forces by December 31, 2014, in coordination with Afghanistan, NATO (North Atlantic Treaty Organization) member countries, and other allies. It also emphasizes pursuing diplomatic efforts for a political settlement in Afghanistan. The resolution further states that if U.S. troops are needed in Afghanistan after December 31, 2014, any such presence and missions should be authorized by a separate Congressional vote by June 1, 2014. Importantly, this resolution does not prevent the President from modifying military strategy, attacking al-Qaeda forces, providing financial support and equipment to Afghan forces, sharing intelligence with allies, or providing security for U.S. facilities and personnel in Afghanistan after the specified date.
