This bill imposes a moratorium, or a temporary delay, on the implementation of the Common Core State Standards, which are a set of academic standards in mathematics and English language arts for kindergarten through 12th grade. For the school year beginning July 1, 2014, public schools in the state will revert to using the academic standards and curriculum guidelines that were in place on July 6, 2010, and will administer a mastery examination not associated with Common Core. The Department of Education is also mandated to conduct a comprehensive study on the impact of Common Core and Smarter Balanced assessments, which are standardized tests designed to align with the Common Core standards, on student learning, achievement, costs, and teacher evaluations, and to consult with various educational organizations and teachers. Furthermore, the bill prevents the Governor from releasing funds appropriated for Common Core for the fiscal years ending June 30, 2014, and June 30, 2015, until the study is completed and reviewed by the General Assembly, and prohibits the Department of Education from spending any funds received in the fiscal year ending June 30, 2014, on implementing Common Core.
