Furthermore, the bill establishes a sunset provision, meaning that any law creating or authorizing such an organization will automatically be repealed on October 1 of the fifth year after its enactment unless the Legislature reviews and reenacts it, with existing organizations needing legislative review by July 1, 2019, to avoid repeal.
