This bill establishes the Florida Center for Library Automation to provide a unified library automation system and resources for all public postsecondary institutions, including a shared catalog, electronic resource licensing, and support for open-access textbooks, with its executive director reporting to the University of West Florida's Innovation Institute. It repeals existing provisions related to licensing electronic library resources and the Florida Virtual Campus, and renames the Complete Florida Degree Program to the Complete Florida Plus Program, housed within the University of West Florida's Innovation Institute, to facilitate degree completion for adult learners through the Complete Florida Degree Initiative, which aims to recruit, recover, and retain students by offering online courses, academic support, and streamlined processes, with the University of West Florida becoming the successor in interest to the Florida Virtual Campus. The bill also updates references to the Complete Florida Plus Program in statutes concerning articulation, distance learning course fees, and transient student fees for both Florida College System institutions and state universities, and takes effect on July 1, 2014.
