This bill, the Veterans' Compensation Cost-of-Living Adjustment Act of 2014, mandates that effective December 1, 2014, the Secretary of Veterans Affairs must increase the rates of compensation for veterans with service-connected disabilities and dependency and indemnity compensation (DIC) for survivors of certain disabled veterans. These increases will be applied to various compensation categories, including wartime disability compensation, additional compensation for dependents, clothing allowances, and DIC payments to surviving spouses and children. The percentage of the increase will mirror the cost-of-living adjustment (COLA) applied to Social Security benefits, with any resulting amounts not being whole dollars rounded down to the nearest whole dollar. The bill also allows for administrative adjustments to compensation rates for certain veterans who haven't received compensation under chapter 11 of title 38, United States Code, and requires the Secretary to publish the adjusted rates in the Federal Register.
