This bill, titled the Smarter Approach to Nuclear Expenditures Act, aims to reduce the United States' nuclear arsenal and associated spending by prohibiting the development and procurement of new long-range penetrating bomber aircraft and new intercontinental ballistic missiles, and by limiting the number of nuclear-armed submarines operated by the Navy to no more than eight starting in fiscal year 2020. It also seeks to prevent the F35 Joint Strike Fighter from carrying nuclear weapons, reduce the cost of the B61 life extension program to no more than $5 billion, and terminate the W78 life extension program. Furthermore, the bill proposes to halt funding for several specific nuclear weapons-related projects, including the Mixed Oxide Fuel Fabrication Facility, the Chemistry and Metallurgy Research Building replacement at Los Alamos, and the Uranium Processing Facility at Y12. The bill also mandates reports from the Secretaries of Defense and Energy detailing their plans to implement these reductions, as well as an annual accounting of federal spending on nuclear weapons and related programs from the President.
