This bill amends New Jersey law to expand eligibility for expungement, which is the legal process of clearing criminal records. Specifically, it allows individuals convicted of multiple third or fourth-degree crimes to petition for expungement of each conviction, provided they have not been found guilty of more than two disorderly or petty disorderly offenses and can demonstrate clear and convincing evidence of rehabilitation to the court. The court will consider various factors when evaluating rehabilitation, including the nature and circumstances of the crimes, the petitioner's age, contributing social conditions, and evidence of good conduct and personal improvement. This new provision, however, does not apply to those convicted of first or second-degree crimes or sex offenses. Additionally, the bill clarifies that expungement petitions for multiple convictions must include detailed information for each offense.
