This bill, titled the Ensuring Veterans' Resiliency Act, aims to address the shortage of psychiatrists within the Veterans Health Administration (VHA), a part of the Department of Veterans Affairs (VA) responsible for providing healthcare to veterans. The core provision establishes a pilot program where the Secretary of Veterans Affairs will repay educational loans for eligible psychiatrists who commit to serving in the VHA. To be eligible, an individual must either be licensed or eligible for licensure to practice psychiatric medicine within the VHA, or be in their final year of an approved residency program in psychiatric medicine. They must also demonstrate a commitment to a long-term career in the VHA, which will involve a set number of years of obligated service. The program will select at least 10 individuals each year, and the VA can pay up to $60,000 per year towards their loans for each year of obligated service. If a participant fails to fulfill their service commitment, they will be liable for the amount repaid, reduced proportionally by the service they did complete. Individuals already participating in other federal loan repayment programs are not eligible. The bill also mandates a study by the Comptroller General of the United States to examine pay disparities among VHA psychiatrists and recommend actions to improve pay equity.
