This bill makes several changes to Florida's Medicaid program, including establishing a reconciliation process for the Statewide Medicaid Residency Program to ensure accurate calculations of hospital resident FTEs (full-time equivalent employees) by comparing reported numbers with Medicare cost reports, and updating how disproportionate share program payments are calculated for certain hospitals for the 2014-2015 fiscal year by using average data from 2005-2007. It also ensures that nonstate government-owned or operated hospitals that were eligible for disproportionate share payments as of July 1, 2011, will continue to be eligible for the 2014-2015 fiscal year. Additionally, the bill modifies the managed care program by removing an exemption for children receiving prescribed pediatric extended care services from mandatory enrollment, and instead mandates that these services be reimbursed to providers on a fee-for-service basis, while also removing the requirement for "medically needy" recipients to pay a premium to managed care plans. Finally, the bill makes technical amendments to the definition of a "rural hospital" and adjusts specific appropriations for Jackson Hospital and Manatee ER Diversion.
