This bill requires the Department of Management Services (DMS) to design, procure, and operate the SUNCOM Network, which is the state's enterprise data transport service, and to develop and provide SUNCOM services, a portfolio of telecommunications services for state agencies. It also mandates the establishment of a network security perimeter to protect information transported through the SUNCOM Network, and the implementation of the Florida Information Resource Network (FIRN), which provides internet access to school districts, including efforts to secure federal funding for it. Furthermore, DMS will be responsible for making certain network information publicly available on its website and will provide regular reports to the Governor and the Legislature on the implementation status of the FIRN.
