This bill requires elected municipal officers, in addition to constitutional officers, to complete four hours of annual ethics training that covers state constitutional ethics provisions, the Code of Ethics for Public Officers and Employees, and public records and public meetings laws, with the option to satisfy this requirement through continuing education classes. Furthermore, starting January 1, 2015, any officer required to complete this training must certify its completion on their public disclosure of financial interests, and failing to certify this training will not be considered a minor or insignificant error or omission, emphasizing the importance of this mandatory ethical education.
