This bill repeals provisions related to the New College of Florida, modifies the primary and secondary responsibilities of Florida College System institutions to include offering upper-level instruction and awarding baccalaureate degrees under certain conditions, increases the maximum number of scholarships that can be awarded annually under the Rosewood Family Scholarship Program from 25 to 50, and raises the maximum award amount per student from $4,000 to $6,100, while also creating the Florida National Merit Scholar Incentive Program to provide financial awards to Florida high school graduates who achieve National Merit Scholar or National Achievement Scholar status and enroll in eligible Florida postsecondary institutions.
