This bill establishes the "Business Incubator Assistance Program" within the New Jersey Economic Development Authority (EDA), which is an agency created to promote economic growth in the state. The program will provide financial assistance, specifically loans, to eligible business incubator facilities. These facilities are defined as privately-supported spaces offering low-cost, short-term rental for "incubator businesses," which are early-stage companies focused on developing new technologies or innovative manufacturing processes, and are supported by private capital like angel investment (cash transfers from established businesses in exchange for equity or other rights) or venture capital. To qualify, incubator facilities must comply with labor and environmental laws, have no outstanding taxes, and agree to provide financial information to the EDA. They must also demonstrate that at least 15% of their operations are funded by an established business and share a portion of royalty payments received from incubator businesses with the EDA to repay loans. The bill prohibits certain types of businesses, such as retail, restaurants, and professional services, from operating within participating incubator facilities.
