Bill Summary

Cow Creek Umpqua Land Conveyance Act

AI Summary

This bill, the Cow Creek Umpqua Land Conveyance Act, mandates that approximately 17,519 acres of federal land, referred to as Council Creek land, be held in trust by the United States for the benefit of the Cow Creek Band of Umpqua Tribe of Indians, thereby becoming part of the Tribe's reservation. The Secretary of the Interior will oversee a survey to establish the boundaries of this land within one year of the Act's enactment, and a map and legal description will be filed with relevant Congressional committees and made publicly available. While this Act does not affect existing rights or claims of the Tribe, it prohibits the use of the land for gaming activities and requires that any unprocessed logs harvested from it be subject to federal export laws. Furthermore, forest management on this land must comply with federal laws, including the National Indian Forest Resources Management Act. The bill also requires the identification of specific types of federal land in Oregon, including Oregon and California Railroad grant land and public domain land of similar acreage and location, with the latter to be reclassified as Oregon and California Railroad grant land after public comment, making it subject to the Act of August 28, 1937.
