This bill requires healthcare providers who are part of a health insurance carrier's network, and who are referring a patient to another provider under a managed care plan that covers both in-network and out-of-network services, to provide the patient with a written notice whenever the referral is to an out-of-network provider. This notice must explain the patient's potential out-of-pocket costs, such as deductibles, copayments, and coinsurance, for receiving care from an out-of-network provider and compare it to their costs for in-network care. Additionally, the notice must include a list of available in-network providers in the same geographic area who offer the same services. This new requirement will take effect four months after the bill is enacted.
