This bill establishes the Low Carbon Fuels Council, a new body tasked with coordinating state agencies' efforts to accelerate and develop the in-state production of low carbon fuels and very low carbon transportation fuels, which are defined as fuels that reduce the carbon intensity of California's transportation fuels and help achieve the state's greenhouse gas emissions reduction goals. The council will be composed of six members, including the chairs or their designees from the State Air Resources Board and the State Energy Resources Conservation and Development Commission, the Director of the Governor's Office of Business and Economic Development or their designee, and three members appointed by legislative leaders and the Governor, with specific expertise or representation requirements for these appointees, including a representative from a nonprofit environmental justice organization. The Chair of the State Energy Resources Conservation and Development Commission will lead the council and provide staff support, and while most members will serve without compensation, those appointed by legislative leaders and the Governor will receive a daily stipend and reimbursement for expenses. The council will meet up to four times a year, with meetings open to the public, and will identify and evaluate any obstacles to building or expanding low carbon fuel production facilities, making recommendations to the Legislature for necessary legal changes, and may also sponsor public forums to gather advice.
