This bill requires individuals under 19 years of age who are currently enrolled in restricted-scope Medi-Cal, meaning they receive limited health care services, to be automatically enrolled in the full scope of Medi-Cal benefits, which provides comprehensive health care services, if they are otherwise eligible. This change is part of an effort to expand health care access for all children in California, regardless of their immigration status, and is intended to take effect once the necessary systems are programmed, but no earlier than May 1, 2016. The bill also mandates that the Department of Health Care Services provide monthly updates to legislative committees on the implementation progress and requires these eligible individuals to enroll in a Medi-Cal managed care health plan, which is a type of health insurance plan that contracts with doctors and hospitals to provide care.
