This bill authorizes eligibility for an alternative package of benefits under the MO HealthNet program, which is Missouri's Medicaid program, for certain individuals. Specifically, starting January 1, 2016, individuals aged 19 to 64, who are not pregnant, not eligible for Medicare, and not otherwise covered by MO HealthNet, with household income at or below 133% of the federal poverty level, will be eligible for this alternative benefit package. This package will consist of minimum benefits, unless the individual is considered "medically frail," meaning they have serious emotional disturbances, disabling mental disorders, substance use disorders with high risk of medical costs, serious and complex medical conditions, or physical or mental disabilities that significantly impair daily living. Medically frail individuals will receive all benefits they are eligible for. The bill also outlines conditions under which eligibility for this alternative package could be discontinued, such as a decrease in federal funding or a vote by the General Assembly, and requires the MO HealthNet oversight committee to research potential cost savings and alternative approaches to coverage.
