This bill establishes a temporary "nonprofit and public sector collaboration work group" to study how the state can work more effectively and efficiently with nonprofit organizations, recognizing their significant contributions to the economy and the delivery of essential services, especially to underserved populations. The work group will consist of eighteen voting members, including legislators from both the House and Senate, individuals with nonprofit expertise, representatives from the labor community and affected interests, and designees from state departments like General Services and Finance and Administration, as well as a representative from the Attorney General's office and one appointed by the Governor. This group will develop a work plan and budget, and upon approval, will investigate improvements to contracts, contracting processes, and methods for building capacity and relationships between the state and nonprofits, ultimately submitting a report with findings and recommendations to relevant legislative committees by November 1, 2015. To support its operations, including member per diem and mileage, the bill appropriates $250,000 from legislative cash balances to the legislative council service for fiscal years 2015 and 2016, with any remaining funds reverting at the end of fiscal year 2016.
