This bill appropriates $300,000 from the general fund to the higher education department for fiscal year 2016 to establish a pilot program at Santa Fe Community College. This program will be a publicly funded, conservatory-style, accredited film academy designed to train New Mexico residents as film producers and directors. The curriculum will focus on both practical and theoretical aspects of filmmaking, including creation, production management, small-business development, and post-production of short films and television documentaries, with the goal of submitting these projects to film festivals. Any funds not used by the end of fiscal year 2016 will be returned to the general fund.
